
Sahar Behboudifar has built a career defined by resilience, service and a steadfast belief that accessibility is the foundation of equitable communities. Through her work in government and advocacy, she has established herself as a leader dedicated to ensuring that all individuals, regardless of ability or background, are able to fully participate in civic life. In her role as accessibility services manager and ADA coordinator for Loudoun County Government, she oversees comprehensive programs designed to strengthen compliance with the Americans with Disabilities Act and the Civil Rights Act. She manages disability-related services and language access initiatives, equipping county departments with training and resources that foster inclusion across all operations.
Equipped with a strong academic foundation, Ms. Behboudifar earned a master’s degree in public administration from the Schar School of Policy and Government at George Mason University. She obtained a bachelor’s degree in information systems and operations management from the Costello College of Business located at the same institution. She also holds an Associate of Science in business administration and management from Northern Virginia Community College. She further enhanced her expertise by completing certification as an Americans with Disabilities Act (ADA) coordinator through the University of Missouri and the Great Plains ADA Center.
In her leadership position, Ms. Behboudifar oversees multiple contracts related to accessibility services, including American Sign Language support for court proceedings, mental health services and community programs. She ensures that scheduled and on-demand interpreting services are available for county stakeholders and that the translations cover dozens of languages spoken by residents. Through secure processes that safeguard privacy, she makes certain that residents have access to vital information in their native languages, enabling fair participation in legal, medical and social service systems.
Ms. Behboudifar’s collaborative efforts extend to training county employees to better understand disability resources, accessibility standards and civil rights requirements. With thousands of employees across the county workforce, she works with departments to create customized programs that raise awareness and reinforce best practices. She is widely respected for her knowledge of ADA compliance, Title VI coordination and Freedom of Information Act procedures, as well as for her ability to adapt emerging technology to enhance service delivery.
Prior to assuming her current role, Ms. Behboudifar contributed to community development and advisory services within Loudoun County Government. She partnered with nonprofit organizations and residents to expand engagement and restructured her work to increase accessibility throughout the county and across the state. She also played a leading role in developing networks of ADA coordinators who regularly collaborate to address challenges, analyze real-world situations and share insights on issues affecting people with disabilities. Earlier experience as an advisory board liaison and Freedom of Information Act compliance specialist sharpened her ability to support boards, manage public requests and advocate for individuals navigating government systems.
Beyond her daily responsibilities, Ms. Behboudifar has been actively involved with professional organizations such as the International Association of Accessibility Professionals. She contributes to the ADA Trainers Leadership Network, volunteers as an interpreter for her community and has supported programs at domestic violence shelters and disability resource fairs. Her service has been recognized with awards honoring her leadership, volunteerism and academic achievement, reflecting her commitment to excellence in every aspect of her work.
