Patricia Stovall, ThD, is a seasoned leader in human services and workforce development, with more than four decades of experience guiding individuals and communities toward opportunity and empowerment. Since 2007, she has served as executive director of workforce development at PathStone Corporation, where she oversees operations across New York, Vermont, and Ohio.
In this capacity, Dr. Stovall manages staffing, budgeting, grant oversight, training initiatives, and disciplinary processes. She ensures that programs run efficiently and with impact, and her team is especially focused on supporting farm workers and senior citizens, providing access to employment, training, and essential outreach.
Moreover, Dr. Stovall’s tenure at PathStone reflects a steady ascent marked by strategic insight and a commitment to service. From 2003 to 2007, she served as director of training and employment programs, where she led the design and implementation of development-focused initiatives that expanded workforce access. Simultaneously, from 2002 to 2007, she held the role of regional administrator, managing multi-state operations and laying the groundwork for long-term organizational growth.
Additionally, between 2001 and 2002, Dr. Stovall served as field manager for Wireless Retail in Rochester, and from 2000 to 2001, she worked as senior manager of local operations at Frontier Corporation, Global Crossing Ltd. These roles strengthened her operational and managerial acumen, skills she has since applied to her work in the nonprofit sector.
Laying an academic foundation, Dr. Stovall earned a Bachelor of Science in human services from Empire State University in 2015, followed by a Master of Arts in social policy in 2018. In 2022, she completed her PhD in theology through the Midwest College of Theology. She is also a certified workforce development professional and a certified life coach through the Brave Thinking Institute and completed additional coursework at Rochester Business Institute.
Dr. Stovall’s commitment to service is reflected in her extensive civic engagement. She currently serves on several boards, including the Association of Farmworker Opportunity Programs, Monroe County’s Workforce Development Board, the Eastern Regional Alliance of Farmworker Advocates, and the Delta Association for Rural Initiatives. As an elder at ICNHM Inc., she contributes to faith-based initiatives that support spiritual growth and community wellness.
Additionally, Dr. Stovall is deeply committed to mentorship and outreach. She actively supports women through a variety of empowerment programs and is involved with the International Commission of Urban Entrepreneurs and Alcoholics Anonymous World Services Inc.’s Spiritual Awakening Group. Her work is guided by a servant-leadership philosophy and a personal mantra: “Walk by faith and not by sight.”
In her personal life, Dr. Stovall balances professional commitments with her role as a mother and community advocate. Known for her compassion and authenticity, she often describes herself as someone who finds joy in “being the background of everyone else’s foreground.”
