Qianyu Hu

Having already established her career as an expert in civil and transportation engineering through a series of progressive leadership roles, transformative initiatives, and industry recognition, Qianyu Hu, PE, PTOE, PTP, was most recently the assistant district engineer for traffic at the Maryland Department of Transportation State Highway Administration. Ms. Hu led the traffic engineering program for Montgomery County, supervising multidisciplinary teams responsible for traffic operations, studies, signal timing, and device implementation.

In this role, Ms. Hu directed the review and approval of traffic studies to ensure compliance with the Manual on Uniform Traffic Control Devices and state regulations; coordinated with local governments, consultants, and community representatives on traffic concerns; and provided technical guidance on complex issues such as signal warrants, speed management, and traffic calming. She also managed performance metrics for customer service requests and signal work orders, represented the department in public meetings and community engagement initiatives, and was a senior advisor to the district engineer on traffic trends and operational improvements.

During her time with the Maryland Department of Transportation State Highway Administration, Ms. Hu established a project numbering system and introduced a Tiger Team meeting structure to enhance performance tracking. She led her team to complete approximately 500 projects in just more than three months after implementing these systems. She subsequently guided her division to deliver more than 720 projects in six months and two weeks, including 260 Customer Care Management System (CCMS) tickets that cleared several years of backlog, according to Ms. Hu. She added that the number of incomplete CCMS tickets dropped from 120 to 16 by January 2025 and has remained below 25 since then. These efforts contributed to Montgomery County recording the lowest traffic fatalities in three consecutive quarters and achieving Vision Zero safety performance in December 2024 and January 2025, she recalled.

Prior to this role, Ms. Hu was a team leader at the Maryland Department of Transportation State Highway Administration responsible for leading project teams focused on improving traffic operations and safety outcomes across the county. Her earlier experience as a consultant project manager at the same agency involved overseeing complex transportation projects, coordinating with stakeholders, and ensuring the timely delivery of critical infrastructure improvements. Previously, Ms. Hu worked as a traffic planner and transportation engineer at ORGA, where she contributed to planning studies, data analysis, and project management. She was also a consultant for American Boyang Import Export LLC, providing expertise on international business operations. In her early professional experience, Ms. Hu was an OPS assistant for data collection at the University of Florida, supporting research on transportation systems. She began her career as a technical leader at Dezhou Xincheng Construction Company Limited, gaining foundational experience in construction management.

Praised for her professional excellence, Ms. Hu was recognized with the Top 20 Under 40 East Young Professionals Award from Engineering News-Record—an achievement she regards as her most significant career milestone. She was honored with the Leadership Award by the Chinese American Civil Engineers Society in 2025 and named a Top Executive by Marquis Who’s Who in the same year. Other accolades include an Achievement Award from the University of Florida and a First Prize Award from Hohai University.

Staying current in and contributing to her profession, Ms. Hu is active in the Chinese American Civil Engineers Society, the Hohai University Association of Science and Technology, the Institute of Transportation Engineers, and the American Society of Civil Engineers. In recognition of her expertise, she was recently selected to serve as a judge for the Engineering News-Record East Top 20 Under 40 Young Professionals Competition.

Academically, Ms. Hu earned a master’s degree in civil engineering from the University of Florida after completing a master’s degree at Hohai University in Nanjing —one of China’s premier institutions for civil engineering education. Her rigorous academic training provided a strong foundation for her cross-continental perspective on infrastructure systems. Further, Ms. Hu holds the following professional certifications that underscore her technical proficiency: professional engineer certification from the Maryland Board for Professional Engineers; professional traffic operations engineer certification and professional transportation planner certification, both from ITE—A Community of Transportation Professionals; leadership education and development program certification as well as supervisory training and engagement program certification from the Maryland Department of Transportation.

Throughout her journey, Ms. Hu has credited her success to the support of her family, supervisors, and colleagues, all of whom have mentored, taught, and encouraged her growth as a leader. Inspired by her father’s career as a civil engineering manager and guided by family values emphasizing responsibility, courage, and service to others, she has consistently demonstrated integrity and dedication professionally and personally. Ms. Hu’s commitment to public service is also deeply rooted in her family legacy—her great-grandfather was known locally for his acts of benevolence—and reinforced by generations of relatives who held leadership roles dedicated to community betterment.

In her personal time, Ms. Hu is devoted to continuous learning through reading and writing. She practices meditation and enjoys playing musical instruments, dancing, horseback riding, swimming, and hiking. A passionate dog lover, she has adopted rescued dogs and regularly cares for homeless animals. Professionally, Ms. Hu is seeking new opportunities that will foster further career growth, with aspirations to lead an office or agency.
