
With more than 30 years of expertise in information technology (IT), consulting, and multisource service integration, Francesca Fleming Keating has consistently demonstrated her commitment to advancing digital modernization across state and local government sectors. She is currently fulfilling that responsibility as a strategy consultant with Insight Global, a staffing services company.
In this role, Ms. Keating has leveraged Insight Global’s contracting capabilities to deliver specialized consulting services, elevating technical sophistication and driving growth within the public sector. Her nationally recognized proficiency in multisource service integration has enabled her to guide chief information officers through the complexities of modernizing aging systems, managing limited budgets, and meeting evolving constituent expectations for accessible, multilingual digital services. Ms. Keating is known for her business-first perspective, which prioritizes solving business challenges with technology rather than implementing technology for its own sake. Her strategic approach includes fostering shared services, resource pooling, and multistate collaborations. Working with centralized IT organizations in states and large counties, she has helped smaller regions achieve security, service improvements, and significant cost savings that would be unattainable if they operated independently.
Before joining Insight Global, Ms. Keating contributed for over 15 years as the vice president for state and local at Science Applications International Corporation (SAIC) Inc., where she led IT governance, architecture, compliance, enterprise transformation, and project management efforts. She played a critical role in SAIC’s major contract with the Commonwealth of Virginia and in the company’s rapid organizational changes during a period when it was split into two companies.
Ms. Keating’s earlier professional endeavors include tenures as director at Hewlett Packard Enterprise Development LP and a global director at KPMG (now doing business as BearingPoint). Her first position as a principal consultant was with Oracle, where she utilized her commercial finance background while gaining experience in the U.S. Department of Defense’s human resources division — a field in which she quickly excelled despite being completely new to it. Prior to attending business school and shifting into consulting, Ms. Keating started her career working for a brokerage firm in New York City. Her change in direction was motivated in part by watching that company collapse during the economic downturn of the early 1990s.
Possessing a strong academic foundation as the backbone of her success, Ms. Keating first obtained a Bachelor of Arts in literature and communications from Pace University in 1984. After her early experience as a broker, she returned to school and earned a Master of Business Administration in marketing and accounting from Southern Methodist University’s Cox School of Business. She has continued to improve herself through certification programs, including in executive management through Harvard University, leadership through Simmons University, intelligent risk-taking through the Yale School of Management, enhancing team wellbeing and coaching through Duke Corporate Education, and engaging hybrid teams inclusively through ExecOnline.
Ms. Keating’s industry engagement is reflected through active membership in professional organizations. She maintains involvement in the National Association of State Chief Information Officers, the National Association of State Technology Directors, and the Technology Business Management Council. Additionally, while at SAIC, Ms. Keating has aided in launching the AcceleratHER Women’s Leadership Academy, a program devoted to empowering young women in science, technology, engineering, and math (known as STEM) fields through mentorship and access to career advancement tools. She also gives back to the community more broadly through volunteer efforts with Feeding America.
Lauded for her impact and ability to execute on programs, Ms. Keating’s contributions have been recognized through numerous leadership awards. Selective professional development opportunities — including Hewlett-Packard’s nomination for the Simmons University leadership program — underscore her reputation for excellence within the field. Ms. Keating is also an accomplished conference speaker, regularly addressing topics essential to her work, including multisource service integration frameworks and national imperatives related to the citizen experience.
Considering her future, Ms. Keating intends to expand her focus on IT strategy consulting while continuing to build on her existing momentum at Insight Global. In whatever roles she pursues, she plans to build on her extensive experience in guiding public sector leaders through digital transformation, evolving constituent needs, funding constraints, and regulatory mandates.
Outside of her career, Ms. Keating is happily married and a loving mother to three children. Her eldest son graduated from Virginia Polytechnic Institute and State University and now works at SAIC, while her younger twins are currently studying at Virginia Commonwealth University and James Madison University. Ms. Keating’s favorite pastimes are spending time with her family, gardening, watching and playing sports, swimming, tennis, and golf.
