Samantha Neibloom

Samantha E. Neibloom, MPH, is a dedicated health care professional specializing in infection control, hepatitis, and individual health insurance. Since 2024, she has worked as an insurance agent at Journey Beyond Health, where she helps individuals navigate the complexities of the Affordable Care Act to secure tailored health insurance plans. The Affordable Care Act is a U.S. law enacted in 2010 to expand access to affordable health insurance, improve healthcare quality, and reduce costs.

Prior to her current role, Ms. Neibloom served as an environmental epidemiologist at the Florida Department of Health in Broward County from 2019 to 2024. The Florida Department of Health promotes and protects the health of Floridians through disease prevention, health education, and emergency preparedness. During this time, she played a key role in managing the COVID-19 pandemic, utilizing her comprehensive training to identify symptoms and implement effective isolation protocols. She also led the training of contact tracers and developed a procedural manual that standardized practices across Florida counties.

Ms. Neibloom’s strong educational background includes earning a Bachelor of Science in community health from Florida Gulf Coast University in 2017. She went on to earn a Master of Public Health in infection control from the University of South Florida in 2019. Demonstrating her commitment to continued learning, she also holds certifications as a lead-based paint inspector from the United States Environmental Protection Agency and the Georgia Department of Natural Resources Wildlife Resources Division.

Ms. Neibloom is dedicated to public health, which stems from her strong desire to better her community and led her to join the Florida Department of Health workforce. Her passion for the field began unexpectedly during a summer reading program when she encountered “The Ghost Map” by Steven Johnson, a book detailing the 1854 cholera epidemic and the origins of epidemiology. Inspired by this story, she volunteered with the community health department, gaining valuable experience across various programs and developing an interest in public health outreach.

Moreover, as an environmental epidemiologist during her internship, Ms. Neibloom investigated gastrointestinal disease cases in Broward County, focusing on identifying exposures and guiding schools and families to mitigate threats and prevent disease spread. After her internship, she concentrated on hepatitis surveillance, shifting her focus to acute hepatitis B and C during the Covid-19 pandemic. When Broward County declared a hepatitis A emergency, she took on a critical role in educating the public about prevention, vaccination, and stopping the spread of the disease. Ms. Neibloom finds motivation in the people she has helped throughout her career. Hearing from patients who update her on their progress reinforces the impact of her work, giving her the drive to continue making a difference and assist the next person in need.

Ms. Neibloom ascribes her accomplishments to the support of her first health department supervisor, who recognized her voluntary contributions and advocated for her employment. Beyond her professional achievements, she is deeply committed to community well-being, volunteering with organizations such as the Children’s Services Council of Broward County, the Florida KidCare Program, and Water Smart Broward.

Ms. Neibloom is eager to return to the health department, focusing on community outreach and implementing infection control measures in hospitals to ensure their effectiveness. She is particularly interested in resuming environmental epidemiology to stay connected to the community and ensure her efforts directly benefit others. Her aspirations include launching a pilot project to study the long-term social and cultural impacts of COVID-19 while addressing multiple diseases to broaden her impact.
