For more than 30 years, LeAnn Michelle Oliver has remained committed to her work in government administration. She loves being able to make a difference in society, and to use her in-depth experiences to creatively solve problems and build partnerships. Further, her reputation for excellence in public policy, strategic planning, and program management, coupled with her field’s ample opportunities for growth, has allowed her to move quickly into more senior roles. The higher the role, the more she is able to use her knowledge to influence positive changes and advancements, and the better she can achieve her goals.
Currently, Ms. Oliver is lending her services to the U.S. Department of Energy (DOE), where she has been for more than 10 years. She started as a program manager in the Office of Weatherization and Intergovernmental Programs in 2010, and progressed to senior adviser for clean energy and rural development and associate chief information officer for IT policy and governance. From 2015 to 2019, she was senior adviser to the office of the chief financial officer. She rose to the position of director of corporate business systems in the office of the chief financial officer in 2019. Other responsibilities over the years include managing $11 billion in American Recovery Act funds, managing four grant programs with total annual funding of more than $200 million, and redesigning the department-wide IT governance process.
Prior to joining the DOE, Ms. Oliver spent four years in the Department of Agriculture, where she was the deputy administrator for cooperative programs. There, she was expected to handle tasks related to grant programs and farmer cooperatives that were interested in expanding in renewable energy. Ms. Oliver also accrued much experience in various roles with the U.S. Small Business Administration, including presidential management interfinancial analyst, acting director of the Office of Rural Affairs and Economic Development, director of division program development, and deputy associate administrator of financial assistance. Outside of her governmental roles, she has served on the board of directors and as the treasurer of the Lafayette Federal Credit Union, as well as teaching personal finance class at a homeless women’s shelter.
Ms. Oliver prepared for her notable endeavors by earning a Bachelor of Science in political science from Willamette University in 1977 and a Master of Public Administration in public finance from the State University of New York at Albany in 1980. She also holds a certificate from the National Commercial Lending School of the American Bankers Association. While in school, she garnered hands-on experience as a management trainee with the U.S. General Accounting Office. In 2019, she earned a certificate in strategy and innovation from the Sloan School of Management at the Massachusetts Institute of Technology in Boston.
In recognition of her achievements, Ms. Oliver was honored with inclusion in numerous editions of Who’s Who in Finance and Business, Who’s Who in Finance and Industry, Who’s Who in America, Who’s Who in American Politics, Who’s Who in the East, Who’s Who in the World, Who’s Who of American Women, and Who’s Who of Emerging Leaders.
